You're right, the guy putting in his new tree doesn't really care if he has to get approval to dig, right above your water line. "Dig we must" and dig he does and poof, water everwhere, except at the faucets at the end of the line. Now you not only have to go fix it, you have to go find it first, then you can fix it.
