If you can see the rafters in your attic, then you definitely need more insulation. The Dept of Energy recommends an R-49 for the state of Kentucky, or 13" of cellulose. Local building code requires at least an R-38 in attics in new homes, or 10" of blown cellulose. (Blow in fiberglass requires 19" for R-49 and 15.3 " for R-38.)
