The capacitors are unused and in a very good shape. They are aluminum foil conductor and teflon foil dielectric: see pix of a disassembled capacitor above. The outer conductor is connected to the right lead. Silver plated steel leads / steel body. The capacitors are high tolerant. They came from the Russian military.
